
Ms. Kelly is the former president and chief executive officer of the Municipal Securities Rulemaking Board (MSRB). Ms. Kelly has over 30 years of business, legal, regulatory, compliance, and technology experience in the fixed income markets. During her tenure at MSRB, Ms. Kelly increased the level of transparency in the municipal securities market providing oversight of the launch of the MSRB’s Electronic Municipal Market Access (EMMA) website, the official source of municipal market data and documents.
Ms. Kelly sits on the board of Common Securitization Solutions (CSS) where she is a member of the Audit Committee. She also serves on the boards of the University of Chicago Harris School of Public Policy Center for Municipal Finance and the Milken Institute Public Finance Advisory Council. Ms. Kelly is also involved with various charitable organizations that provide educational opportunities to disadvantaged students, including the Bishop John T. Walker School for Boys, the CUES schools in Omaha, Nebraska, the Washington, D.C. Professional Enrichment Academy, and the Education Committee of the Economic Club of Washington, D.C. She is National Association of Corporate Directors (NACD) Directorship Certified.
Ms. Kelly holds a doctor of jurisprudence degree from Tulane University Law School and a bachelor’s degree in Urban Studies, Sociology from the University of Nebraska-Lincoln.
